Textile and Apparel Products from Vietnam
Import Monitoring Program

On January 11, 2007, the Department of Commerce began monitoring imports of textile and apparel products from Vietnam, concurrent with Vietnam's accession to the World Trade Organization. This monitoring program was in effect until the end of the Bush Administration, on January 19, 2009.

Commerce monitored five sensitive product categories – trousers, shirts, sweaters, underwear and swimwear. Monitoring occurred at various product levels, including the traditional three-digit textile/apparel category level and the more product-specific 10-digit Harmonized Tariff Schedule level. Monitored data was made available to the public following the release of January import data on March 9, 2007.

In recognition of the impact that the monitoring program would have on a broad array of parties, including domestic textile and apparel producers, retailers, workers, importers and the Government of Vietnam, the Department of Commerce continued to maintain outreach to interested stakeholders throughout the monitoring process.
